Expected impacts
In the short term, the impact of the project will first be seen in an increasing co-operation between the project and the actors within its sphere of influence. Such actors include educational institutions, enterprises and communities in the sector, such as trade unions, in each participating country. Co-operation will be further enhanced and expanded by the harmonised practices and organisation to be established in the Distribution Cert 2 - project, including a multinational “qualifications committee” to be set up for monitoring the development and completion of the multinational study programme.
In the long term, the most significant impact is related to the multinational study programme for network electricians and to the qualifications system developed to measure the learning results and vocational skills of network electricians. Over the years they will start to produce network electricians with multinational qualifications that are recognised in all participating countries and that are also qualitatively better than before. For these network electricians, the opportunity to cross national borders for work will gradually become an obvious option.
It will be easier to prepare for major natural disasters, when network electricians are equipped with the skills needed for cross-border operations. This will make multinational contingency planning easier and help organise and provide resources for rescue operations in situations of emergency.
The DC 2 - project will certainly bring about new alternatives for funding the training programmes in the sector, especially in the Baltic countries. The present funding models vary from one country to another, but it seems clear that apprenticeship training which is already widely used in Finland is also becoming more common in the Baltic countries. In the project, the model and best practices for apprenticeship training will also be imported to Estonia, Latvia, and Lithuania.
